UBBI Announces Specific Drug Testing and Enforcement Policy

UBBI Headquarters (June 15, 2011) – Due to recent developments within the bucking bull competition industry regarding the suspected use of drugs, substances and other agents believed to enhance the performance of bucking bulls, the United Bucking Bulls, Inc has added specific policy and enforcement guidelines to it’s 2011 Rule Book.

“Since the start of the 2011 season, the UBBI has had a testing policy and a misconduct and cheating policy in it’s rule book.  We felt it was in the best interest of the participants at UBBI events to publish a more specific set of rules and guidelines and disciplinary procedures concerning this issue,” stated Randy Schmutz, the general manager of the UBBI.  “We want to be proactive in confirming to those who choose to participate at UBBI events that the use of these substances will not be tolerated by the UBBI!”

The UBBI enlisted a panel of veterinarians to assist in providing the proper language that could be easily understood and provide guidelines that could be enforced.  The specific UBBI Drug Policy & Disciplinary Rules and Guidelines as set forth on June, 15, 2011 in the UBBI Rule Book is as follows:

The United Bucking Bulls, Inc (UBBI) will maintain a zero tolerance for the use of anabolic steroids, beta agonists, growth factors and antipsychotics that may chemically enhance the performance of a bucking bull(s). Drugs deemed illegal and/or forbidden by the FDA for use in cattle including Clenbuterol and the extra-label use of feed additives* (see below) are inherently forbidden in the use of a bucking bull(s) performing at UBBI competitions. The UBBI reserves the right to test for these medications or agents in any bucking bull(s) at any time for any reason. Any UBBI member and/or owner or partner or agent of a bucking bull(s) testing positive for anabolic steroids and/or other medications or agents as listed in the UBBI rule book that are believed to be used to chemically enhance the performance of a bucking bull(s), will be subject to suspension from competition and/or forfeiture of any prize money and accumulated points and/or fine (monetary penalty) and possible expulsion from the UBBI for such a period of time as determined appropriate. In addition, drug use in food animals is regulated by the FDA and any member and/or owner or partner or agent of a bucking bull(s) may be subject to penalties from the FDA. Bucking bull(s) testing positive for anabolic steroids and/or other medications or agents as listed in the UBBI rule book that are believed to be used to chemically enhance the performance of a bucking bull(s) will be suspended from competition and possible expulsion from the UBBI for such a period of time as determined appropriate.

Participants at a UBBI sanctioned event will not be allowed to administer any medication or injection for any reason to a bucking bull(s) while on site at an event location, without the presence of a licensed veterinarian and/or UBBI official. A participant found administering any medication or injection for any reason to a bucking bull(s) while on site at an event location, without the knowledge of event management, the UBBI and/or a licensed veterinarian, will be subject to a fine (monetary penalty) and/or possible disqualification of bucking bull(s) entered at the event and possible suspension from competition for such a period of time as determined appropriate. Any participants or persons found to have tampered with or attempted to tamper with and/or administer or introduce any drug or agent to enhance or sedate any bucking bull(s) at an event will be subject to these same rules and disciplinary action.

The owner/partner and/or agent are absolutely responsible for a bucking bull(s) condition, and are presumed to know all rules and regulations of the UBBI and the penalty provisions of all rules. Their voluntary action in presenting a bucking bull(s) at an event location for competition, makes them all eligible for disciplinary sanctions, whether or not they had actual knowledge of the presence of a forbidden drug, directly participated in the administration thereof, innocently miscalculated its retention time in a bucking bull(s) system, or any other reason for its presence is established.

(*All medicated feed additives are to be used in accordance with the FDA approved label. Extra-label use of medicated feed additives is strictly prohibited by Federal Law and no one has the authority to adjust the dose as labeled, including veterinarians. Drug use in food animals is regulated by the FDA and any member and/or owner or partner or agent of a bucking bull(s) may be subject to penalties from the FDA.

In addition to adding a specific Drug Policy & Disciplinary Rules and Guidelines the UBBI also further defined it’s Appeals and Grievance Procedure as set forth on June, 15, 2011 in the UBBI Rule Book as follows:

A UBBI member has the right to appeal any disciplinary action and/or file a grievance or complaint against another UBBI member and/or official for any reason. An appeal or grievance must may be submitted to the UBBI office, in writing, within 30 days of any decision or ruling or incident. An appeal or grievance letter and a $500 Fee must be submitted to the UBBI office within 30 days. The appeal or grievance will be reviewed by the UBBI and it’s decision will be final. If a disciplinary action is overturned on appeal or a grievance is found to have merit and a member is disciplined pursuant to a filed grievance, the $500 Fee will be refunded.

Jerry Nelson and Jimmy Ray, co-owners of the UBBI had this to say.  “The UBBI will continue to have the interest of the breeders as our main priority,” said Jerry Nelson.  “If this is what the breeders want and need then we’re gonna do what they want!”  Jimmy Ray said, “We are excited to be able to further define a policy concerning the use of drugs in these bulls as unacceptable.  We want the breeders to know the consequences if they choose to use unacceptable drugs in these bulls.”
